Taking money will cause a 15% drop in everyone's respect after a while. Refusing the money will cause your Police station to be destroyed. Make sure you have two, also granting you the reward from "Recruit Policemen".

A Concerned Citizen - Choose an Option

If you don't want to pay, you'll need a Fire Station. Alternatively, you can quickly build a high number of cheap Shanties (about two dozens). This will increase the odds that they will catch fire rather than an expensive building.
Recruit Policemen - Have 10 Police Officers.

A Well-Wisher - Choose an Option.
>>> Pay 10,000$
>>> Don't Pay -1 Building receives a Bomb Threat.
Ideally you'll have a Secret Police to deal with the bomb. Otherwise, pick the least damaging option for your economy (probably the clean sweep).
The Mafia is Supporting the Rebels - Build 3 Guard Stations.
